Summary of Recommendations: Goal: Diversity of land uses should be promoted to encourage the widest array of agricultural, industrial, and recreational opportunities but no use should be allowed to the detriment of another use.
Background: The lowlands area represents a unique area within Clark County and probably more important it represents a niche in the Columbia River flood plain affecting wide varieties of flora and fauna, and especially man. The flood plain provides wildlife habitats, ground water, water storage areas, regulates stream flow, contains fertile soils and to an extent governs the quality of water.
A survey of the study area was developed which included information on natural resources categorized under the broad headings Physical Base and Cultural Base. In the collection of this data a reliable base was developed upon which the recommendations evolved.
As in most cases with limited time the data base will be incomplete. However, the base should be merely viewed as a tool allowing decisions to be made on the best available information. Review and update of the adopted recommendations should be included as a necessary element of the program to allow for change in future years.
