A history of restoration efforts for Vancouver Lake

EXEC. SUMMARY: A cultural resource survey of approximately 500 acres within the Vancouver Lake Feasibility Study Area was undertaken to identify prehistoric and historic sites that might be affected by proposed construction of a levee designed to permit industrial development along the southeastern shore of Vancouver Lake. The project area lies between 10 feet and 35 feet in elevation and, prior to earlier levee construction around Vancouver Lake, was an extensive marshland subject to seasonal changes in water level. Virtually all of the land within the project area is presently used for agricultural purposes.

The survey was conducted by a team of three archaeologists walking transects at intervals of 10-15 meters. Thirteen localities of potential prehistoric or historic activity were identified. Limited subsurface testing was carried out at twelve of these localities to determine the depth and extent of potential site areas. Auger holes were also excavated along the route of Levee Alternative 1 as a site discovery technique. In all, 44 shovel probes were excavated by hand, and another 32 holes were excavated with a power auger.

Minimal subsurface evidence of a prehistoric site was found at Locality ER4, 80 meters west of the western project area boundary. If it is determined that construction activities will affect this locality, further testing is recommended to establish the nature of prehistoric activity at this locality. Early historic occupation may be represented at ER3 and ER5 in the southeast corner of the project area. These localities are situated near previously investigated site 45CL143, which contained a possible Hudson's Bay era occupation. Further exploratory excavations are recommended at these localities to more clearly establish their age and significance.

If Levee Alternative 1 is selected, it appears likely that impacts to previously recorded sites 45CL31 and 45CL307 near the shore of Vancouver Lake may result. Both sites are now apparently covered by dredge deposits from the earlier restoration project. While 45CL307 is very small and would be difficult to relocate, site 45CL31 is quite extensive and is known to be significant, as it has produced the earliest dated evidence of occupation in the Portland Basin. Accordingly, further investigations at 45CL31 to determine the extent and nature of impacts are clearly warranted if Levee Alternative 1 is selected.
