THE GOAL: The overall watershed program goal is to prevent localized flooding, minimize streambank erosion and protect water resources at a minimal monetary cost to the local community.
The Lakeshore and Salmon Creek Watershed Areas Plan strives to carry out the overall program goal by doing the following: (a) develop capital improvement projects to control stormwater runoff volume and remove pollutants from runoff; (b) create a program to reduce sources of pollution to Lakeshore and Salmon Creek watershed areas; (c) enhance existing public education and outreach functions to show individuals better ways to protect water resources in these watersheds; and (d) secure a sufficient revenue source to fully implement this plan.
The Lakeshore and Salmon Creek Watershed Areas Plan will revise parts of the Clark County Stormwater Control Ordinance (CCC 13.25) in the unincorporated areas of the Lakeshore and Salmon Creek watershed areas. This watershed plan is consistent with the goals and policies of the Clark County 20-Year Comprehensive Growth Management Plan and Community Framework Plan (December 1994). Also, the development and implementation of the plan will be a major part of meeting the National Pollutant Discharge Elimination System (NPDES) permit requirements that Clark County must adhere to.
THE PAST: In the late 1980's, concerns about water quality and flooding in the Salmon Creek Watershed lead to a plan which is partly funded by State grants to develop and implement measures to minimize water quality and flooding issues. In 1993, Clark County, in conjunction with other local and state agencies and citizen groups, produced Legacy: the Salmon Creek Watershed Management Plan. The Legacy Plan provides several recommendations to address water-related issues, such as adopt an erosion control ordinance and a stormwater control ordinance; provide improved education, outreach, and enforcement; and establish a funding mechanism to implement the watershed plan.
Since the development of the Plan, the Clark County and other local jurisdictions have implemented several recommendations in the Legacy Plan. From 1993 to 1996, Clark County adopted an erosion control ordinance, a stormwater control ordinance, and a vegetation clearing ordinance; established and became a primary supporter of the Environmental Information Center (a local public education and outreach service); and created three new sections within the Water Resources and Development Engineering Division to address new erosion and stormwater issues and develop long-range solutions to protect and enhance water resources, control erosion, and minimize flooding from stormwater runoff.
