The HABITEK Planning Project was authorized by the Board of County Commissioners to provide a major review and updating of the Clark County Comprehensive Plan affecting over 13,000 acres in the Vancouver Lake Lowlands area. The Project was occasioned by recent diverse, expressed interests in the area's land use and by the County's requirement for periodic updating of the Comprehensive Land Use Plan.
A citizen planning consortium of 21 people engaged a series of background briefings and studies relating to history, users, land characteristics, and demands in the Lowlands area. HABITEK plan development occurred through three major Committees: Recreation, Commerce/Development, and Environment. Consortium recommendations followed extensive, community-based dialogue on appropriate land uses.
The HABITEK Consortium has proposed: (1) a reaffirmation of heavy industry usage in the area, with some modification to industrial properties immediately north of the flushing channel and the elimination of the Industrial "I" symbols now existing north of the channel; (2) creation of an Agriculture-Wildlife zone to accommodate wildlife habitat in a major portion of the area now zoned Agriculture; (3) a comprehensive network of varied recreational uses; (4) an Environmental Overlay for the entire study area which encourages protection of significant wetland and wildlife habitat, and natural and complementary appearance of recreational and industrial uses; and (5) a series of implementation strategies in realization of HABITEK.
