Introduction: The purpose of this prospectus is to present information relating to the Columbia River Lowlands/Vancouver Lake area in connection with the proposed FAIR Study of this area. The FAIR Study would seek to clarify the need for flood control of the Study Area to enhance the optimum land use for agriculture, industry, and recreation.
