Lowlands: a Proposal
View of the Project: Diking Improvement District Number 14, was formed by landowners in the Vancouver Lake Lowlands to provide a means of constructing and maintaining dikes.
This interest dates back at least as early as 1948, when a record flood devastated the area. In response, the community worked together on two fronts. One was to secure adequate flood control. The other was to examine the feasibility of industrial development.
All initial planning was predicated upon the need for flood control, and the need for industrial land both to provide needed economic benefits and to justify costly improvements.
