Cultural Resources Affected by the Vancouver Lake Rehabilitation
Project, Clark County, Washington. Port of Vancouver.
At the request of the Port of Vancouver, a study of the effects of the Port of Vancouver's Vancouver Lake Rehabilitation Project on the area's cultural resources formally began on July 1, 1980. This study has focused on providing information needed by the Port of Vancouver, the Washington State Office of Archaeology and Historic Preservation, and the Advisory Council on Historic Preservation to fulfill legal compliance and procedural requirements. The basis for a Memorandum of Agreement for construction activities has been integrated into the recommendation contained within this report.
The scope of the research to date has included: resurveying of selected areas, reconnaissance of areas not previously surveyed, synthesizing site specific information from previous surveys, eligibility, determining direct and indirect effects, developing possible mitigative measures, integrating archaeological data and research needs into the project design, developing an initial framework for a "life of the project" cultural resource management plan as a possible mitigative combination alternative. Future work needed for compliance with cultural resource law will be discussed within a phased framework.
Lastly, present studies have from initiation, been influenced by: the area's probably future nomination to the National Register of Historic Places as a Native American archaeological district; and, the area's potential eligibility as an Euro-American historic archaeological district.
Due to the iner-relatedness of all chapters in the report, including the appendices, it should be read in its entirety for a complete understanding. The final report has been drawn from a working paper submitted by Mr. Ronald Kent and references which are filed with the State Office of Archaeology and Historic Preservation.
