On November 3, 1978, the Region 10 office of the Environmental Protection Agency (EPA) received Washington Governor Ray's certification of th Clark County's Areawide Water Quality Management Plan. The Governor also designated appropriate management agencies to implement portions of the Areawide Water Quality Management Plan. Under EPA's 208 regulations and Section 208(c) of the Clean Water Act, the EPA Regional Administrator must approve, conditionally approve, or disapprove the certified plan and designate management agencies within 120 days.
We have reviewed the Clark County Areawide Water Quality Management Plan and the Governor's certification of the plan and propose to conditionally approve this plan. We concur with Governor Ray's certification and have included the major elements of this certification in our approval. The agencies designated by the Governor for implementation of the plan elements are acceptable to EPA. We propose to approve the Burnt Bridge Creek Water Quality Management Plan which recommends land and development controls for urban runoff, sewers and septic tanks and agricultural activities. Conditions of our approval include the adoption of ordinances controllling stormwater runoff and clearing and grading, and a continueing planning process for annual update of plans. The Vancouver Lake Rehabilitation Plan is conditionally approved subject to a satisfactory resolution of the fishery problems associated with the diversion from the Columbia River into the lake. Clark County's Water Quality Management Plan is also conditionally approved with the condition that Washington Department of Ecology assumes responsibility for implementation of the plan until such time as other agencies can be designated. We will also require a commitment to an annual plan update.
Attachment A is an excutive summary of the Clark County Areawide Water Quality Management Plan. Attachment B summarizes commitments of the Clark County 208 agency, planning accomplishments, EPA approval of the plan and designated agencies with conditions of our approval.
